The City of Lebanon established the Lebanon Business District Redevelopment Project Area to provide resources for the redevelopment of properties in these portions of the City located in the proposed Business District Boundary. Some of the objectives of the Redevelopment Plan to utilize the 1% of the revenue from te business district retailers' occupation and service occupation tax imposed include, but are not limited to, the following:
- Upgrade the utilities and infrastructure throughout the Area, including water and sewer system improvements.
- Improve the sidewalks throughout the Area, including reconstructing/repairing those exhibiting deteriorated conditions and constructing new sidewalks in areas currently without.
- Resurface roadways, construct curbs and gutters, make parking lot improvements, and provide resources for other general site improvements.
- Redevelop those properties exhibiting deteriorated conditions, and other general site improvements.
- Enhance the sales tax base of the District.
- Facilitate streetscape and façade improvements for commercial properties in the Area, particularly in the historic downtown area and along IL-4.
- Recruit new retail businesses to promote future sales tax growth.
- Retain small businesses to the community and assist with business development and expansion.
- Enhance the property tax base of the District.
- Facilitate new development and encourage redevelopment to increase the equalized assessed value of the properties in the Area, which in turn creates new property tax revenues for all associated taxing districts.
The proposed Lebanon Business District (“District”) encompasses 298 parcels of property and rights-ofway in the City. Generally, the Area includes properties along Belleville and St. Louis Streets, as well as property along IL-4. Beginning at the southwestern portion of the boundary, the Area takes in properties along Belleville Street and continues northeast to West St. Louis Street. At St. Louis Street the Area continues east to Herman Street. South of St. Louis Street the Area takes in properties adjacent to IL-4 and continues south. Southeast of the intersection of US-50 and IL-4 the Area takes in property east of IL4 adjacent to Southern Drive, which makes up the southernmost portion of the boundary.
